I have just installed microsoft xp professional with
Publisher version 2002, but I cannot find the small
toolbar that sits up in the right hand side of the screen
and is very useful. Could anyone help - is this still
available or do I have to use a previous versions
shortcut toolbar.

It is an optional installation - rerun setup and select a custom
installation. Under the Office Tools, you will find the option to install
the OSB.
