Space between link bar & text

How do I control the space between the link bar and where my text starts.
Most of my pages have a 15 pixel space between but some are at zero and it
looks horrible. I don't know how this happened on these pages. How do I
control this space?? I have FP2002

In the ones with the space, use the arrow keys to position the mouse cursor
in the space.
Hit the backspace key one time.
