Splits in tasks even when levelling cleared?

I have a plan with no completed tasks and with all tasks assigned to a
single resource. Each resource is assigned at 66%. Even when I clear
levelling, and have "Levelling can create splits in remaining work", I
find that tasks are split seemingly at random - you can see what I mean
on this screencap:

Does anyone know how I prevent tasks splitting at all?

I'm using Project Standard 2003 SP2, incidentally.

The splits seem to occur at largely the same time. Has somebody at some
point in the past rescheduled uncompleted work to start after some
status date?

Is there anything in the calendars preventing work being done in the
inactive periods?

Try promoting the activities to the same level as the summary tasks (I
have seen this strange behaviour occasionally whereby strange scheduling
constraints were applied which disappeared once the task was removed
from under its summary task).

Hi,

We can't really see in the screen shot, but I think that there is some %
complete on each task. So the leveling algorithm can't level the resource
work without splitting the tasks.
