Splitting Sub Report

I had three separate reports but I want to combine them into one through the
use of subreports. I added the second report as a sub-report in the first
report, I put it in the report footer section so that it would only show up
once after original report. There is a page break before the report to force
it onto a new page. The sub-report has a page header and info in the detail
section.

My problem is when I open the report it splits the sub-report onto two
different pages, however there is obviously enough room on one page and no
need to split it. What is causing this and how can I fix it?
