Startup option

I was trying to take away the toolbar functions so that
users would have a limited ability to edit the program.
However, I would like to get back into this function to
edit it but I know longerhave the tools option. I thought
there was a shift"something" option & it would show up -
can someone help?

After typing in your userid and password, hold down the shift key as you
click the enter button.

Hold the shift key down when opening the database.
