stop instant messenger from running with Outlook 2003

I have stopped it from running with OE, but how do I stop it with Outlook? I
want the thing to run when *I* damn well choose. I can't even exit it once
it runs, even after closing Outlook.

I see, I had tried that, but it apparently required a reboot.
