Stoplight Charts

I'm trying to create stoplight charts for my management team to see in
project. I worked at a previous job that had use the customize fields to
show the red/yellow/green in a field based upon a formula. However, I'm not
having any luck remembering how this was done.

What I'd like to show is something along these lines.

(If start > then baseline start by 10 days or if finish is > then baseline
finish by 10 days then red) or (If start > then baseline start by 5 days or
if finish is > then baseline finish by 10 days then yellow) else Green

I hope that makes sense. Any help would be appreciated.

Is the formula I have come up with, but it doesn't seem to be working. I'm
using a text field to show that. If I take out the red part, it works,
otherwise, it shows -1.

Any thoughts why?
