Tables Question

Is there a way to have two unconnected tables side by
side? After I create one table, I cannot get a second
parallel, independent table inserted. I simply want to
have navigation buttons in cells in the left hand table,
and photos in the right hand table. When I do this using
cells and I insert a photo in a cell it causes the
companion cell in the other table to change size
accordingly.
