It's not real clear exactly what you are trying to do but let me give
you some basics.
Be aware that there is a difference between a task's duration and the
work effort need to actually perform the task. In Project, duration is
the time span during which the task is performed. In your case maybe
that is one hour. Work on the other hand is the actual effort expended
by one or more resources to actually complete the task. In you case it
sounds like that is 20 minutes. Project allows different ways to set up
duration and work for a task. Tasks can be Fixed Duration, Fixed Units,
or Fixed Work. In your case it might make sense to set the task to Fixed
Duration - it kind of depends on whether you want the duration to be
determined by how many resources are assigned to it (e.g. more resources
gets the task done more quickly).
