If I have a splash page that is not named default or intro but something
like splash.html....

How do I go about telling my server to go to that page first and then set
that page to got go to my deafult home page with meta info? I am not
running personal web manager. So far that is the only way I can find to do
it but I don't have that program on my computer even in my control panel.

If it is IIS, use the IIS manager.
For other Servers see the documentation.
If it isn't a local server, then you can't.

If using a splash page recommend making if a single page web (w/ the default home page name for your root web), then making your
real web a subweb w/ another home page using the same default file name
