Template download

I noticed that the template download process has changed. Can anyone tell me
a quick way to apply a template I download from Microsoft's site. I have a
way, but it seems the long way around and I am sure there is a quicker way.

I don't know of any quick, easy way.

I tend to download the things, save them using Save As, then apply them to a
file.

How has the process changed? (I've never been fond of the way it works, but
I haven't noticed any recent changes.)
