There are other sources of templates besides MS and templates help
people get started as well as learn how to use some features of a
program. If templates make people dumb then why do so many programs
offer the option to save a document as template? so they can save
time and use it over again to create new documents therefore
increasing productivity.

someone send you a Word file that was formatted using the space bar a
hundred times?...and they've been using Word for 10 years!

then they are either not qualified to do the job, or they are just lazy,

simple letter in your native language, then IMHO you are not qualified to
do the job you are in and need lessons in your native language NOT in IT.

No because my Mom has needed a card at the last minute because she didn't
have time to buy one then again wouldn't buying a card be the similar to a
template? I personally have used templates because I didn't have time to
start from scratch or need one for particular occasion or person that I
couldn't come up with any creative ideas at the time.
Yah sure templates have a function to help people get started I use them
all

What may be simple to you is not always simple to others. A personal
letter is simple but creating a professional looking and effectively
communicating business letter is not always simple unless you are doing it
on regular basis.
