I want to creat a template which when opened asks the user
to enter data that is then used in the header and footer
e.g. what is the docuemtn title, what version number, who
is the author. Is this possible? Is it difficult? Can I
buy someone's time to design some templates like this?

Look at the pages on the MVP FAQ site on "How to Create a UserForm" and on
document properties. You would use a UserForm to (1) gather your
information, (2) put that info into doc properties, and (3) update
DocProperty Fields in your headers/footers. I doubt you'll need to hire
anyone to take care of what you need, although I would certainly volunteer
to take your money. There are difficult things to do in getting Word to work
for you, but this isn't one of them.
