Text Format when Forwarding Messages

We are running outlook 2000 and exchange 5.5 on windows
2000 pro. We have one pc that when a user forwards and
HTML email and edits the body of the original message
finds that blank spaces (sometimes only one, sometimes
more) are entered before and after whatever is added, it
even inserts a blank space in the middle of a new word
occasionally. In all cases we have ensured that "mark my
comments with" is deselected when this behavior occurs,
and it happens to anyone logging onto the pc. It even
recurred when all of the profiles were recreated on this
pc.

It does not occur on any other pc that we have tested on.
It also does not occur if the email type is changed to
plain text, but does occur when it is changed to rich text.

Has anyone ever seen this behavior before? Or does anyone
have any ideas of how to fix it?

We are trying to avoid (at the users request) reloading
the OS and all Applications due to the many customizations
within the various applications that would have to be
recreated.
