We want to create forms into Microsoft Outlook that can be sent through the
Internet, completed, and returned. We do not have an Exchange Server. Is it
possible?

I suggest design the form in Word and send it off to your recipients to
fill them up and return it to you. As the form is in Word. they should
be able to fill it up using Word!
