I created a InfoPath template and signed with full trust, signed with my own certificate and put this certificate in trusted Root Certificate Authorities, still I got this error message:

The form template cannot be opened because the system administrator has disabled opening form templates that require access to files and settings on your computer.

I did exactly the same thing, it works on one machine, but not another.

Can anyone help what's the problem? Thanks in advance.

Try changing your "security" setting in "options" to "restricted" It may not
be the ideal solution but hopefully it works.
