There are no Office Assistant character files present"
error message when you start an Office 2003 program.

I get this error because I am running Office XP and
Outlook 2003. I assumed that since I am running the most
current software versions that I would not get annoying
errors such as these. Microsoft has not posted a fix.
Any word from the group?

applications causes this problem. There's presently no solid fix, but we're
working on it.

run Setup in maintenance mode and install at least one character.

CAUSE
This problem may occur when all the following conditions are true:
You have both Microsoft Office XP programs and Microsoft Office 2003
programs installed on the same computer.
You start an Office 2003 program first.
The Office Assistant is active in the Office 2003 program.
You start, and then quit an Office XP program.
You start an Office XP program a second (or subsequent) time.

STATUS
Microsoft has confirmed that this is a problem in the Microsoft products
that are listed in the "Applies to" section of this article.

This was happening to me and I think this may have been a GPO setting that needed to be changed. Our GPO refreshed every 90 minutes or upon logging off/back on. I would get this error when I hid the office assistant but if I waited until the GPO refreshed or logged off and back on, clicked on F1, the office assistant would return and no error message. We're running Office XP alongside Outlook 2003. We also used various components from different version of Office during installation. Check your GPO settings.
