Hello
How to change a threshold level between black and white when changing image
type to monochrome using "threshold" "Halftone" "Custom" mode in MS Photo
Editor or in any other image editor?

If monochrome is grayscale, I don't think the threshold concept is
meaningful?

I want to convert a grayscale black and white drawing to a monochrome 1bit
image. Since I do not know how to change a threshold level between black and
white, the monochrome 1bit image results too light, some details are not
seen.

Try adjusting the brightness and contrast of your grayscale image. That
should do it. It worked for me in PhotoDraw.

Another way is to first adjust contrast and brightness of the grayscale
image and then convert it to 2-bit color, if your editor has that option (I
have it in PSP 6 but not in Photoshop 7).

Correcting an error in an earlier post: Photoshop does have 2-bit color. It
calls it "Bitmap...". Given an RGB image:
Image > Mode > Grayscale (adjust image here; Bitmap can't be edited very
much)
then
Image > Mode > "Bitmap..."
