Tip of the Day in Outlook Express

Does anyone know how to turn off tip of the day in
Outlook express? Or how to change settings for the
Outlook start up window? The Outlook Express button at
the top of the folder list will not open nor is there an
X in the corner to turn off tip of the day. Instead there
is a spam site showing and I want it out of sight.
Thanks for any help.
