Unfortunately, we can't add placeholders in current versions of PPT. You'll
need to make a slide with textboxes and dummy text as appropriate and have
your users copy/paste the slide and replace the text with their own text.

But joy oh joy! PPT 2007 (currently in beta) gives us the ability to add
placeholders and create our own slide layouts. Woohoo!
