To create a task that repeats

This is a very simple query. But I dont know the solution for it.

What I want to do is:
I have certain tasks that will happen through out the project, such as Risk
Tracking, Issue Tracking, audit etc., These will not occur on a definite
start date. But they will start with the start of the project and end before
the project. I am not sure how to represent the. Please help!

I am using Project 2003

Make them level of effort tasks at a low level through the entire duration fo
the project
