I change dthe font to Arial which shows as such in the TOC formatting panes.
However, when the TOC is refreshed the font is Times New Roman. I have used
Word since it was only so high and have never experience this before.

Is there any direct formatting (that is, formatting that does not come from
a paragraph style) applied to the headings in the document? If so, that
direct formatting will affect the appearance of the TOC entries.

No. All the heading styles are properly defined as Arial. I never use direct
formatting!

And the TOC styles are also formatted as Arial? All TOC styles are Times New
Roman by default.

Assuming you have formatted your TOC styles as arial, make sure to check
the "Preserve formatting" option.
