I need a toolbar button which indicates an on/off condition and also to be
able to read it's current state any assistance greatly appreciated.

Any button can do this - you set its State property to msoButtonUp or
msoButtonDown - or check its State property to find out what it currently
is.

Be aware that each time you change the button state you are making an
interface change. Make sure that your customization context is set to
something other than normal.dot for this change, preferably whatever
template contains your code and the button. Then, after the change is made,
change the saved state for that template to true.
