And what version of Publisher under what version of Windows would this be,

Probably a version requiring activation. If you past 30
days or so many uses without activating on-line(I forget
the specifics about activation), the program will convert
into read-only format. You can view files, but you cannot
create or modify or save anything. Activate the product
and it will work again.
