Toolbars - locked in place?

This will sound more like a complaint than a suggestion. I have been using
Office 2007 for several months. I would have thought that some basic issues
would have been cleared up by now. (I've been using Office and Outlook for
at least ten years.)

I have five moveable toolbars that I want to appear in four lines, not in
three lines? If I open and close Outlook, the previously arranged toolbars
get packed into less space, not what I want. I can't lock these toolbars in
place? This would seem to be a very basic feature, or am I not
understanding this. If that's the case, I will apologize now. Toolbars in
Outlook can not be locked in place?

Outlook doesn't have a lock option yet - it's usually a badly written
toolbar that causes problems.
