tools are inactive.its working like read onlyi

Suddenly my visio is not responding to editing. Infact it works in a kind of
read only mode.My tools are inactive ,shapes are inactive.How to troubleshoot?

Suggestions welcome

make sure security hasn't been reset for macros and that you are in
developer mode.
