Tools on Menu Bar is Missing

The entire 'tools' menu on my menu bar is mssing. I have 'file' , 'edit',
'view', etc., (all the other ones) but the 'tools' section is not there.
Does anyone know how I can get tools up into my menu bar. Up to now I have
been going into the view, toolbars, customize to get any items that I need
but I would love to have the 'tools' set up.
