Track Changes and Cross-Reference

I have Windows XP. When I am in track changes and I insert a
cross-reference, the first time I save, the document is fine. When I close
document and open it again, the markings showing inserted text is somehow
gone from the cross-reference. What can I do to make it show 100% of the
time?
