Tracking Email Use

A friend recently asked whether it was possible to access
a data log in Outlook that showed when the program had
last been used and by whom.

Any ideas?

No. You can monitor mailboxes on Exchange and there are third party
utilities that can generate reports but they all work with Exchange.
