Tracking Setting having no effect

No matter which defeult method for reporting progress on
tasks I select, I am only able to enter values for
percent complete and hours remaining.

I'd like to use the second option "Actual work done and
work remaining: Resources report the actual work done and
the work remaining to be done on each task.", but when I
set this option and then go to view my tasks, I still
cannot enter actual work.

When you change the default method of tracking for either your system, you
need to republish each project that does not already use that method of
tracking. To do so, each project manager will need to open every project,
click Collaborate - Publish - Republish Assignments, and then click OK.
Doing so will "push" the new method of tracking to each user's timesheet.
