Transferring PST files

My old hard disk was giving me lots of problems. I got advice to either re-format it or get a new one. So, a new one it was. I copied the files in the Outlook folder in Application DAta (I've got Windows ME) to a CD. The copied those files into the same location when I reinstalled Office 2000

My Outlook works now. I receive email. But when I try to open the old PST files, it says something like "You don't have permission.
