Trouble opening a new .pst file in 2007

When I try to open a new Unicode Data File in order to archive files, I get a
a message "The requested operation failed"

Any idea what I am doing wrong or are there any workarounds?

Are you opening an existing file or trying to create a new one?

Do you have Service Pack 2 for Office 2007 installed?
