Trying to Understand the Difference Between Contacts and PersonalAddress Book

Hello,

I recently upgraded to a newer version of Outlook.

Some questions:

1. When I import my former email addresses using the File-Import function it
asks if I want them in Personal Address Book or Contacts folder. What is the
difference?
2. For some reason all my names are listed with a first name first, not last
name. This is confusing. So I went into Properties and selected the ³File
As² hoping that would then display last names first. But it didn¹t. What am
I doing wrong?
