two documents open when selecting one

If I have one or more Word 2000 documents backgrounded and
I open a new one, one of the backgrounded documents will
open first (randomly) before the new document window
opens. When I close the new document, I must also close
the originally backgrounded document. How can I prevent
this from happening? The problem appears to be network-
wide in my office.
