Two orientations on one page

I'm using Publisher 2003 to create part of my wedding announcements. The
document is about 1/4 page in size, so there are 4 per page. Across the top
of each piece there is going to be some cutting done with a special die
cutter. As such, it would be much easier if the two bottom quarters were
upside down, so that the bottom edge of the page was in fact the top edge of
the bottom two announcements.

Hopefully that makes sense...

How can I do this in publisher - that is, how can I print four per page (got
that part already) so that the bottom two are upside-down (can't seem to
figure out that part)?

You can easily rotate a text box. Select your text box, Arrange - Rotate or
Flip - Flip vertical

Not quite what I'm after... I don't have four text boxes on the publication.
I have a single publication that's 4x5.25", with one text box on the
publication. They're being printed four to a page. I'd like the bottom two
to print upside-down.

You will have to setup your publication manually, and do what JoAnn advised,
except select all, group and then rotate.

What is the dimensions of your stock? Your stated measurements are smaller than
letter stock.

If your dimensions are 4.25 x 5.5 you may get away with the folded card setup,
page two is automatically flipped by Publisher. If the back is identical to the
front, it doesn't matter which side is rotated. Setup your page as a folded
card, type 4.25 width, Publisher will say it will print 2 copies per sheet.
