What version of Outlook? Sounds like you're composing in plain text and
you need to compose in html or rtf. Unless, of course, you're trying to
underline in the To field, in which case, you can't, which makes me want
to ask why you need to do it. Well, the Subject line would be out too, no
formatting is allowed there.

Why would you underline a string that parses out to an e-mail address?
Most e-mail clients do that already, including Outlook. The recipient's
e-mail client will see a URL that fits the mailto: URL scheme and show
it as underlined. You adding an underline could add confusion; if their
e-mail client doesn't automatically show the underlining to indicate it
is a clickable link, you adding an underline might make the user wonder
why they can't click on it.

I think the fact he wants to underline just part of an address would say
he's trying to stress a certain part. Like, for insance,:

"The At symbol (f.h.muffman_@_hotmail.com) is an important part of an email"
or something.... I just wanted to verify he's doing it in the body of the
message...

And if he can't underline, he likely couldn't bold or italicize either.
