As far as I know, no, short of turning Calculation off. But then,
nothing would calculate and it somewhat defeats the purpose of using
Project, in my opinion.
% Complete, Actual and Remaining duration are linked mathematically.
Perhaps you are more interested in % Work Complete than % Complete?
% Complete is really % Duration Complete. If a task has a 4d duration
and it's 2d in, it's 50% Duration Complete by definition. Work %
Complete is how much of the work is done. Usually, Work % Complete is a
much more indicative number of how things are going.
Apply the Tracking Table to the Task Sheet (left side of the Gantt Chart
View) and add the % Work Complete field. If you hover over the column
heading for % Complete or % Work Complete and then click on the
hyperlink for "Help on % Complete" or "Help of % Work Complete" that
appears, there is some very good information on the fields.
