Which type of text box?
If a text box from the drawing tool bar, then do not use it at all. See
http://www.rxs-enterprises.org/tests/VML-graphics.htm for reasons why
VML (text boxes, WordArt, ShapeArt from the Drawing Toolbar) should be
avoided.

If the text box is part of a form, then use tables or <divs> with
judicious use of text alignment and CSS float properties to layout the
page.

Just to add to Ronx's information, the basic reason is because web page
design is very different from using programs like Publisher or PowerPoint.
It's important to learn at least the very basics of HTML and CSS before
trying to build web pages with FrontPage or any other web design program.
The program will do a lot of things automatically for you, but even so,
there will be lots of frustrating mysteries until you at least understand
the basics. Even an hour or two spent on HTML and CSS tutorials will help a
whole lot (and there are lots of good free ones on the Web).
