Users with read-only permissions can't view form

I am setting up security permissions. Users to whom I've assigned "read"
priviliges on some subforms cannot view the blank form, but they can view any
read-only form that already contains data.

Is this normal? Is there anything I can do to display the form? The blank
tab looks like a mistake.

There is no 'read' privileges on a form or subform.

Users would need 'open' permission on the forms, and at least read data
permissions on the tables/queries involved in the recordsources for those
forms.

If the recordsource of a form contains no records, then the form will be
empty.
