using HTML to design an email

[BVP Foundation]

I wondered, in Outlook Express you can edit your source
directly in an email (by using the Edit tab at the
bottom).. Why is this feature not available in Outlook?
Or is it, but actually hidden? If so could someone tell
me how i should proceed?

Anyone? Now i need to design my email in Dreamweaver and
then copy the code to my Outlook Express. Then i need to
send that email to my Outlook account and then i can use
it by forwarding. There has to be a easier way, don't you
think? Thx in advance..
