Using Publisher 2007

I was looking over past posts and thought that I saw something that indicated
that using Publisher to create an entire web site wouldn't produce the best
results. Is there another program that I should be using? Our current
host/designer makes it sounds like she creates everything in html code. In
Publisher, all you have to do is insert text boxes, pics. etc. It seems too
easy?

It is too easy that's why you should do it - unless you want really basic
and not well supported crossbrowser webs. Publisher is really a dtp program
that can output html but probably shouldn't.

Frontpage or it's successor Expression Web

are top 2-3 editors

If you are looking for a decent, inexpensive (about $70 or so) program
that is WYSIWYG and has an easy learning curve, try WebPlus from Serif.
It has great cross-browser support, can download web pages (not
perfectly but decently), has built-in support for forms - so you don't
need FrontPage Extensions. It's evolved over the years from a DTP
program to a web page design one so it is easy for someone use to DTP to
learn.
