The vertical text feature is tied into Asian languages.
The icon is automatically hidden unless you have selected
to show Asian text options.
To display the toolbar button (in 2002) go to the menu
item Tools\Options... and then select the Regional tab.
Under Asian options set the value of the field Vertical
text to "Show"
