You can create your heading in WordArt, the straight across would be best. Once you
create the text, copy and paste special as Windows Metafile. Ungroup, draw a wavy
line with the line tool, rotate/position your text on the line.

I was interested in your instructions to ungroup letters in Wordart and then
copyi and paste as Windows Metafile. This all worked great but when I try to
move the letters individually, the letters themselves ungroup (i.e. border,
fill, etc.). Is there a way to avoid the actual letter from becoming
ungrouped? I can't seem to move any letter with having it "come apart".
Select the individual letters and group. When you ungroup the WordArt, the letters
will ungroup into the background and the foreground, you will have to regroup these
individually.
I was doing this as a test, I found some of the "i's" and small "L's" do not have
rotating handles. Must be a bug...
