I suggest you read www.webpagesthatsuck.com before you even think about
using scrolling marquees on your web pages.

click on "insert" and then HTML code fragment. In the HTML code window type
<marquee>your words or phrase<marquee>
YOu will get a scrolling phrase.
YOu can also go to http://www.3dtextmaker.com/cgi-bin/3dtext.pl to make
free 3d text animation. It works great.
