What rights/security does Outlook Need?

I am deploying Outlook 2003.
On Windows 2000 all seems find but when we get to Windows XP SP2 the users
do not seem to have the access needed to create their profile. Giving them
administrator rights seems to resolve the issue (temporarily).
Any thoughts?
