when I start outlook in office 2003 my mail is not auto checked

I have just built a new system and reinstalled office 2003. Before when I
started outlook my mail was downloaded automatically but now nothing happens
until I press send/receive. I can't find anything wrong, help please?

While viewing a mail folder, press ALT-CTRL-S and set a send/receive
interval. Chose one no less than about ten minutes.
