Where has the shortcut bar gone in Outlook 2003?

I can get to where I need to go by using Go -> Folder list, but it would be
far more convenient if the good old shortcut bar was there!
Can anyone help?

The Outlook Bar is no more. There is a shortcut pane that is somewhat
similar to the Outlook Bar. (lower left, click on icon that has black arrow
curved to right in white box.)
