Why are the design templates I create and save blank?

I have created several design templates in Powerpoint and saved them
according to the instructions. But when I load them to use they are blank!
I know I must be doing something wrong but I can't figure out what it is.

Rick,
When you create your templates, how are you doing it? If you are just
creating slides in slide view, that won't do it. Try putting the changes you
want on the slide masters (View--> Master--> Slide) and then saving the
file.

Kathy earlier ones I did without using the slide master. I downloaded the
instructions "Create a Design Template" from the from Microsoft Office Online
site and followed them. Then went back to use the template and same result
blank template. I'll try again and see if I missed something but it's pretty
simple instructions!
