why can't I download a template into Publisher?

I've been able to download templates before, but now it just downloads and
opens up Publisher. It never asks me where to save the file and apparently
doesn't save the file.

Help--anyone!

Open Pub first then go for the online template. See if that helps. Yes, I
know that you shouldn't have to do it that way but if it works...

That doesn't work either. It just opens another publisher window with no
template in site.

When it opens in Publisher it won't let you Save it to your hd?
