why can't i download templates?

when i try to download a template to my computer, i always get "error on
page" at the bottom of my screet. then it says "a pop-up blocked" even when i
allowed pop-ups on microsoft.com. what is going on? it doesn't matter if my
pop-up blocker is on or off, i still can't download templates.

Your temporary cache is full, in Internet Explorer, tools, Internet Options,
delete files.
